DOT Agencies release random annual testing rates every calendar year. The random drug and alcohol testing rates are determined by various factors and can go up, down or remain unchanged based on the number of positive test results in the previous year.

As per the federal register notice, the Federal Railroad Administration (FRA) has kept its minimum annual random testing rates unchanged for 2019. It will continue to be 25% for drugs and 10% for alcohol.

The rates remain unchanged for MOW or maintenance-of-way employees at 50% for drugs and 25% for alcohol. MOW workers were subject to random drug and alcohol testing by FRA in June 2017.
